2tablespoonschopped cilantro + 1/4 cup whole cilantro leaves

Instructions
In a medium bowl, combine the bulgur wheat and boiling water. Cover and let sit for 45 minutes to 1 hour, until the bulgur is tender.
In another bowl, whisk rice vinegar, sugar, salt, and pepper until dissolved. Add cucumber and onion slices, tossing well to combine. Let marinate for at least 30 minutes.
In a small bowl, mix yogurt with chili garlic sauce. Season with salt and pepper to taste and set aside.
Once bulgur is tender, drain and place into a large bowl. Add ground turkey, hoisin sauce, scallions, ginger, garlic, and chopped cilantro. Mix until just combined, then form into 4 patties.
Heat a nonstick skillet over medium heat. Brush each patty with oil and cook for 3–4 minutes per side, until cooked through.
Drain the pickled veggies and toss with whole cilantro leaves.
Toast the buns if desired. Spread chili-garlic yogurt sauce on the top and bottom of each bun, then assemble with turkey patty and a generous heap of pickles.
